Chapter 75: Chapter 75 Rules

Inside the main hall, everyone had gathered long before the appointed time. Some stood close to the walls, speaking in murmurs as to what the gathering was about.

Everyone had watched the news and was very much aware of what was happening around the world.

The rain in Luxebridge city was relentless and scalding to the skin, and many had died due to the high temperature. They were grateful to the Waynes and Lennoxs for sheltering them and providing cooling suitwear which made it easier to carry on with daily activities.

At the very front stood the Wayne family, their expressions lined with confusion, clearly unsure why the sudden assembly had been called.

Grandpa Wayne and Grandma Wayne sat down closer to the wall because of their age.

Tina stared at the familiar faces and wondered if she would ever get used to the lifestyle. But her eyes fell on her Aunty Laurel, and a smile formed on her face.

Ling Xuan stood before them, her posture straight and commanding, and her hands clasped calmly behind her back. The moment she stepped forward, an invisible pressure seemed to descend upon the hall, forcing every wandering thought into stillness.

Both Laurel and her had both decided on the rules... even though it was very difficult to reach a meeting point in their decision.

"I will only say this once," she began, her voice even and cold, yet sharp enough to reach the farthest corner. "If you choose to live inside this fortress, then you must follow the rules. If you cannot accept them, you can leave immediately. But understand this clearly, once you decide to stay, there is no room for disobedience."

Silence stretched through the air. Jade glanced to her left and right, a frown settling between her brows. She wondered what made Laurel think she could become the leader.

Alexander had told them the reason they had moved to the fortress and that was because of the disaster coming.

Her hands tightened by her side as she pressed her lips into a thin line.

"Good," Ling Xuan continued when she saw no resistance. "Then listen carefully."

Her gaze swept across the crowd, and several people straightened without realizing they had done so.

"First is security. The towers will remain patrolled 24/7 with at least two men. Patrol teams will rotate every four hours. If you arrive late to the post, you lose the rations for the following day. If it happens again, you will be expelled."

A ripple of tension moved through the hall as they began murmuring among themselves. Most of them were high-society socialites, their egos already inflated like balloons.

"After sunset, all lights go out unless authorization has been granted. Noise is to be kept to a minimum. Carelessness that draws attention to this valley will be treated as a direct threat to every life here, and you will answer for it publicly... and that means death. I will not allow one person’s stupidity to endanger an entire stronghold."

She paused briefly, allowing the weight of her words to settle.

Vera peered at her fingers, removing the invisible dirt from them.

As long as she was concerned, none of it had anything to do with her.

"All weapons belong to the fortress, not to the individual. Every blade, every firearm, and every round of ammunition will be registered under fortress inventory and stored in the armory. Weapons will be issued according to role and returned immediately after duty. Anyone caught hiding a weapon will be detained without discussion."

Her expression remained unchanged.

"What if something happens and we need to protect ourselves?" A man from the crowd asked.

"Inventories would be stationed at every district, and in case of emergency, they could be easily accessed. Only the guards are permitted to be with weapons 24/7."

The man nodded. Seeing that there were no more questions, she continued.

"Training begins at dawn tomorrow. I do not care who you were before arriving here, what profession you held, or what bloodline you have.."

"Second is resource control. Food, water, fuel, and medicine will be logged and distributed weekly to households. There will be no private stockpiles. If you are caught hoarding supplies, your rations will be cut for a week. A second offense earns you expulsion."

The word fell heavily into the room.

"You already understand what waits outside these walls, so I will not waste time describing it."

The hall grew so quiet that the sound of breathing seemed louder than it should have been.

"Every person here works," Ling Xuan continued. "Engineers build and repair electronics and constructions, the armies defend and protect the city, the medical staff save lives, and farmers cultivate food, medicinal herbs, and rear animals. If you possess no skill, one will be assigned to you, and you will be trained until you become useful. Anyone who refuses assigned labor will be expelled."

Somewhere near the back, a man swallowed audibly.

"Water is drawn only from verified purified sources. No one drinks untreated water, and no one bypasses sanitation protocols. If you show symptoms of illness and attempt to hide them, you will be quarantined the moment it is discovered, and you will answer for every person you placed at risk."

Her eyes hardened just a fraction.

"There will be a library where everyone can have access to learn new knowledge and release stress, but it can only be accessible through the points you have earned from your sector."

A faint wind brushed against the steel exterior of the hall, but not a single person turned toward the sound.

"My authority within this fortress is absolute," she went on. "Fighting inside these walls is forbidden. Theft is forbidden. Betrayal and secrets are unforgivable. Break these rules, and you will be executed. I will not waste resources building comfortable cells for traitors."

Low thunder rolled somewhere in the distance, its echo faint but ominous.

"If there are any disputes among you, go to the leader of your group." She allowed a brief silence before continuing.

"Memorize your evacuation routes. Within three days, every sector leader will come out to explore the routes. When an alarm sounds, you go where you were assigned."

Her gaze moved across them one final time, measuring, unwavering. "One last rule, never interact with newcomers until they are verified. Anyone who wants to bring anyone in must first come to me." She said sternly, her gaze sweeping across the hall.

Jade stepped forward. "Why should we all answer to you? You are just a woman, why not let the men handle it? And besides we both know you don’t have what it takes to be a leader."

Alexander, who was standing behind Ling Xuan, shook his head in disappointment. 𝕗𝐫𝐞𝕖𝕨𝐞𝗯𝚗𝕠𝘃𝐞𝚕.𝐜𝗼𝚖

Ling Xuan glanced at her, she knew Jade was trying to cause unrest among the people after all, most of them were socialites.

She nodded her head to the side, and two guards who were stationed by the door, walked through the crowd, grabbing Jade by her arms, forcing her to her knees.

"Anyone who believes I am not fit to be the leader should come out."
