That's right, it's not a recognition ceremony for Linghai, but for the Yangtze Flood Control Headquarters!
The main organizer is the Yangtze Flood Control Headquarters, co-organized by the Changhang Bureau, with the Linghai Municipal Party Committee and Municipal Government willingly taking a back seat as one of the host units.

It is for this reason that Vice Director Zhang of the Yangtze Committee and Deputy Director Liu of the Changhang Bureau arrived yesterday.
Linghai has created such a stir that the military region commander and the leadership of the Provincial Water Resources Department could not ignore it, and Political Commissioner Tian and Deputy Director Jiang were also invited to attend.
Secretary Lu and Mayor Wang thus became distinguished guests.
Commander Wang of the Military District, Political Commissioner Chen, and leaders such as Captain Xia and Political Commissioner Jiao of the Binjiang Reserve Group became the ones running errands, tasked with helping Linghai receive the leadership of the troops.
The morning event included a tour of the newly completed Linghai Reserve Camp's new area.

Cosco Shipyard, Zhang Erxiao's Longgang Rice Industry, Boss Wu's shipyard, and President Wang's shipyard are not just enterprises in the development zone but also co-building units of the Linghai Reserve Camp, all included in the tour sites.
Lunch was arranged at "Veteran Fast Food," and the dishes were plentiful though without exotic delicacies, yet the leaders and commanders savored them with great taste.
Consider that this was a flood relief meal!

At two in the afternoon, the main officers and soldiers of the Emergency Rescue Assault Team set off in formation from the Armed Forces Department, all donned military uniforms, adorned with Military Merit Medals and Flood Relief Medals, marching majestically to the Linghai Grand Theater.
As New Year's Day drew near, many people were shopping in the city's major malls, coupled with the city's long-term meticulous preparation, main roads were brightly decorated with applause from the cadres and masses on both sides.
Considering that not all personnel of the Emergency Rescue Assault Team were present, and even if they were, the lineup wasn't long enough, a drumming team was placed at the front, followed by a float parade celebrating the victory in the flood relief battle, creating a lively atmosphere with drums and gongs.

Due to the abundance of leaders attending the recognition ceremony, having them all on stage was impractical, even if seating were arranged like a presidium; deciding who sits in front, who sits behind, in the middle, or on the sides would still be problematic.
The city's preparatory group, with the consent of the Yangtze Committee and Changhang Bureau leaders, decided not to set up a podium nor arrange leadership cadres to preside over the recognition ceremony but let two hosts from Linghai TV Station lead it as if it were a cultural gala.
The opening was a song and dance performance.
The piece was the most widely sung and touching song during this time, "For Whom"!
Listening to the singer's voice and watching the dancers' performance, Han Yu couldn't help but think of the flood relief at Beihu, recalling those wounded warriors and shedding tears alongside his comrades.
Experts and Yangtze Committee Vice Director Zhang were then invited to speak on stage.
Vice Director Zhang, representing the Yangtze Flood Control Headquarters, praised the Emergency Rescue Mobile Assault Team's flood relief efforts, highly affirming the contributions of Linghai Municipal Party Committee and Municipal Government, Binjiang Maritime Bureau, Changhang Binjiang Police Branch, and other units in supporting the flood efforts at Beihu, and presented a plaque to Linghai Reserve Camp designating it as part of the Yangtze River Basin Flood Disaster Emergency Rescue Force.
Hao Qiusheng and Yang Jianbo went onstage to accept the plaque, taking photos with Vice Director Zhang.
Once the plaque ceremony concluded, the theater lights dimmed, and footage of the Emergency Rescue Mobile Assault Team during the flood relief operations began to play.
This segment, meticulously edited, had never been publicly reported before, featuring the 2nd Battalion of the 132nd Regiment and Diving Squad as main players alongside the Linghai Reserve Camp.
Army, Navy, and Air Force united with determination to combat the flood, moving many to tears as they watched.
After the footage, the host briefly summarized and invited Changhang Bureau leaders on stage to commend the team's tri-service branches.
Han Yu, as the Camp Commander of the Linghai Reserve during the flood relief, went onstage with Li Shousong and Feng Qingshan to receive awards and pose for photos with Changhang Bureau leaders.
Then, there were song and dance performances intermixed, and four rounds of commendations proceeded.
Although the three generals were not invited on stage, they were pleased since their troops were being recognized.

Zhang Erxiao's wedding, delayed due to flood relief work, was held as scheduled, even considered a major "program" at the celebration banquet. He didn't have to pay for the wedding feast, only needed to distribute wedding candy with his bride.
