These two cities are Tier-2 cities that are under the control of Dusk City. So, in a way, protecting them was the duty of the Dusk City, which pushed that responsibility to the academy. It was not actually pushing away; rather, the academy and the city both share the responsibility of protecting the regions around them.
It was why the academy was sending the students who would fill in the low-level position gaps for the city guard. They are still second year. So, they won’t be leading any armies or anything. Most would be paperwork or some small hunts for low-level criminals.

Aaron’s new status didn’t change much from what it was three days since, except for the fact that there is an increased number of FSPs and SPs.
Both of them are a bit shorter than needed.
Aaron has decided to fully concentrate on improving his luck, as it would increase not only his chances at finding treasures, but also his survival rate. Although increased luck may increase his survival rate, if he were weak, he would be alive, but it would be wiser to be dead.
Along with that, his plan was to improve other hidden or special attributes, if he unlocked them, but that would not be an easy thing to achieve. To unlock them, he may need resources that are not easy to find, and for that, he needs luck.
Having a high value of luck is useful for him in many ways. Since his basic attributes are already at a very high number, he turned his concentration to improving his luck.
The SPs are almost there. When he upgrades his level once or twice, depending on how many SPs he would get per level after reaching Rank-4, he would have the required 204k SPs, which would bring Summon Ghosts to Gold Rank-1.
Though he has no plans of increasing four skills to gold rank before increasing one to platinum rank, that doesn’t mean he would leave skills like these at the down low.
Only when he reached Rare Grade did he get a notification about being the first, and also a reward for that. Though that reward is on hold, he would get that once he reaches Rank-4.
The main issue was that there was no notification like that when he reached Elite Grade, nor at Uncommon Grade. The most likely scenario was that someone else had them for those grades. So, they should work hard to reach the Rare Grade at this point, and when they do, they will know that someone else has reached the Rare Grade before them.
They would double their efforts in reaching the next grade, Epic Grade, to obtain the rewards again.
Whoever that was should have some trump cards up their sleeves, as Aaron believes that it might be one of the five Human Gods, most likely the first Human God. If they see that someone else has reached the grade before them, they would use every resource they have to reach the Epic grade.
So, Aaron’s first objective was to reach Epic Grade, but before that, he wanted to increase his Summon Ghost skill, as it would be very useful, especially in times like now.
To achieve the small goal of improving his Summon Ghost skill, he needs an addition of 2k SPs. Aaron was sure that he might get all he wanted as long as he could improve his level by 2, but when that would happen depended on how fast he could complete the Rank-4 quest and become a Rank-4 Death Mage.
As soon as he has reached level 450, he got the Rank-4 quest. As usual, his level would halt here, no matter how many monsters he kills, no matter how much EXP he gains. Only after completing the Rank-4 quest would he be able to rise above others, which is as follows.

Rank-4 Quest: Clear a complete dungeon before defeating the Dungeon Boss.
Dungeon Requirements: All of the monsters in the dungeon should be higher than level 425, and the boss should be at least level 450. In addition to those, the boss needs to be an undead being.
Note: Whether other monsters were undead or not, it doesn’t matter.
