So even though they knew Chernobyl's snowstorm had been dispelled due to Perfikot's efforts, they still found it hard to imagine how she managed to arrive in Beloburg through the storm.
"In such adverse weather, we as rulers must lead by example." Perfikot settled into her usual chair, with Beifa, still clad in Godslaying Armor, steadfastly by her side: "If we fear the snowstorm and halt, how can we live up to the responsibilities entrusted to us by the people and Empress Annie?"
"You're right." Prime Minister Wellington naturally didn't refute Perfikot on this point but asked her, "I heard you dispelled the blizzard in Chernobyl. Could you repeat this feat in Beloburg?
If the snowstorm over Beloburg can be dispelled, a third of the Northern Territory would be freed from its impact, giving the cabinet enough leeway to act.

"Dispersing the Chernobyl blizzard was done using a large alchemical device. To build it, I gathered nearly all qualified alchemists in Chernobyl, and more than forty are still bedridden recovering. It's unlikely to be recreated in Beloburg anytime soon," Perfikot explained to Wellington. It's not that she's unwilling to build another weather controller, but it's just practically impossible to replicate what she did in Chernobyl so quickly.
Upon hearing this, Wellington's expression soured slightly. He seemed momentarily at a loss for words but soon regained his composure and asked, "Then, Regent, since you braved the snowstorm to come to Beloburg, surely it wasn't just for a visit—what are your directives for the cabinet?"
"Although I can't recreate the dispersal of Chernobyl's snowstorm immediately, building a weather controller to dispel Beloburg's snowstorm is possible—it'll just take a little longer." As she spoke, Perfikot signaled to Beifa to pass some documents to Wellington.

As Perfikot stated, building the weather controller takes time, and the snowstorm might even subside before completion, but beginning construction now is better than having nothing available when the next storm arrives.

Though Perfikot did not stop Wellington's decision, she continued after he issued commands: "I came to Beloburg for policy adjustments concerning the Northern Territory and the Empire. This snowstorm has exposed too many issues that the Empire needs to address and respond to."
Hearing Perfikot's statement, Wellington's expression changed slightly, but he quickly nodded in agreement and said, "Understood, I will convene the cabinet officials for a meeting to hear your thoughts later."
Even though both were in the cabinet meeting room, and it wasn't just the two of them present, it was clearly insufficient to hold a cabinet meeting that would determine the Empire's future.
Perfikot naturally didn't refuse, indicating to Wellington to busy himself, and then asked Beifa to brew tea for her.
Beifa also emerged from the Godslaying Armor, even taking out tea-brewing tools from the armor's storage compartment, and started making tea for Perfikot.
Observing Perfikot's actions, Prime Minister Wellington seemed like he wanted to say something but ultimately said nothing.

Perfikot nodded to Beifa and then said to Wellington, "Speak your mind; they still have some time before they arrive."
