Count Engel Dressrosa raised his head and looked at the middle-aged man, asking.

"Civil servants?"

"Lord Count, I should be able to mobilize about a dozen."

The middle-aged man pondered briefly and answered.

"Choose five of them. I need to send them to my fledgling Dressrosa."

Count Engel Dressrosa nodded and instructed.
