Yujie Star’s fifth continent on the West Coast Star Alliance colonial point, despite being called a colonial point, there were no real Star Alliance residents. The Star Alliance Universe Army had stationed over 300 bionic human soldiers and a construction unit there.

After Bai Zhongqi received a request for diplomatic meetings from the Bi Star Cluster civilizations, he ordered the construction of a meeting hall type building on this colonial point which did not have a single real residence. The site covered an area of over 30,000 square meters; while not exceptionally grand, it was still quite impressive.

Because of the upcoming diplomatic event, the Star Alliance specially upgraded this small colonial point to a colonial city and gave it an official name, Pinglin City.

When Pan Muzhuo, among other diplomatic envoys, arrived in Pinglin, they were somewhat shocked by the efficiency of the Star Alliance’s operations.

"A colonial city has already been preliminarily established? It seems the actions of the Star Alliance cannot be underestimated," he said.

His deputy, Pan Hexian, then said, "For our Pan Star civilization to construct a new colonial hub, the resources and effort required far exceed those of the Star Alliance. It seems their power on the ground is quite limited, but in such a short time, they have already built a small city."

Pan Muzhuo sighed, "This only proves one thing, the Star Alliance has very powerful construction and engineering capabilities."

A shadow fell over Pan Muzhuo’s heart; this diplomatic meeting was something they could not avoid. All interstellar civilizations of the Bi Star Cluster could not just watch the Star Alliance swallow up the undeveloped planets surrounding them.

"I originally thought that, having provoked the three big enslavers, the Star Alliance would be in a constant state of fear, carefully preparing for war and defending themselves. But it turns out that the Star Alliance is also an expansionist civilization with big ambitions. Their actions are likely not limited to our Bi Star Cluster, but possibly throughout the entire star sector," said Pan Muzhuo.

What Pan Muzhuo didn’t mention was even more important: if the Star Alliance truly was a high-level civilization, then their influence should rightfully envelop the entire star sector.

Pan Hexian asked, "In this conference with the Star Alliance and the other eleven Bi Star Cluster civilizations, what are we hoping to achieve?"

Pan Muzhuo, in front of his trusted deputy, didn’t conceal his thoughts, "We don’t expect a single conversation to make the Star Alliance back down, their power is evident here. But we hope that through frank conversation, we can understand what exactly the Star Alliance is planning and whether they hold any hostility toward our twelve civilizations. Only through mutual understanding can the right decisions be made."

It must be said, although the Pan Star civilization is known for its xenophobia and nationalism, its nature is rational. Compared to the relatively irrational civilizations like Teizene and Lu Zhao, the Pan Star civilization fits the standard model of a rational civilization. Unless possessing overpowering military strength like Teizene, enabling disregard for most others and self-proclamation of dominance, or like the Lu Zhao people who have no nearby enemies, a civilization generally needs to be cautious and rational in order to survive.

Unlike earlier days when the Star Alliance was relatively unknown in the Galaxy, now the Star Alliance had won two victories against Teizene, destroying more than thirty percent of the Teizene Empire’s fleet, and recently even provoked both the Benefactors and the Controllers. Just this boldness alone had sparked much discussion among various civilizations in the Galaxy.

Leaving other aspects aside, just the Star Alliance’s war capability alone made the Pan Star civilization’s scalp tingle.

It was naturally impossible for the Pinglin Conference Center to provide docking for spaceships from other civilizations. Every civilization sent only envoy ships, which are strictly prohibited from being equipped with any weapons. Despite this, the Star Alliance still requested all the envoy ships to dock in orbit, then take transport shuttles to land at the Pinglin air and space port, before being taken to the conference center by hover cars.

Similar conference centers are not uncommon among all civilizations, but these civilizations were aware of what the state of Yujie Star had been before. Obviously, the Star Alliance had begun construction of this exhibition center only after they received the request to host the meeting, a task they accomplished in less than a week.

Bai Zhongqi wouldn’t openly tell these people that it only took the construction unit over forty hours to complete this building, covering tens of thousands of square meters and equipped with an extremely advanced intelligent service system.

As the Pan Star ambassador, Pan Muzhuo was the first to drive to the conference center. He maintained his poise and composure by adjusting his clothes, which consisted of a short inner layer and a long outer robe, somewhat resembling an ancient C-country deep robe with a fitted waist, except in different materials and topped with a glistening light overlay.

Welcoming him at the front door of the conference center was a Star Alliance director-level diplomat, an Israeli named Yosi Ha’er. This Yosi Ha’er was quite a handsome Jewish man who had previously worked at the United Nations. After joining the Star Alliance government, he worked in the foreign affairs department. His learning capabilities were very eye-catching; he had not only become a master of Mandarin but also learned two alien languages and had interacted with many universe civilizations’ cultures.

Upon meeting, Yosi Ha’er greeted Pan Muzhuo in the Pan Star etiquette and conversed with him briefly in the Pan Star language.

Pan Muzhuo was somewhat surprised that this Earthling could speak fluent Pan Star language, as most diplomats usually communicate with other civilizations’ individuals through translators.

"I am very pleased to welcome you to Yujie Star. The Star Alliance is honored to host you, and I hope you feel at home in Pinglin," he said.

Pan Muzhuo subtly jabbed at him, "Thank you for the hospitality, Earth friend, but Yujie Star is not a Star Alliance planet; it belongs to the planet’s indigenous people. As a representative of the Bi Star Cluster, I welcome the arrival of our Star Alliance friends."

The mere exchange of words upon meeting, although lacking any overt hostility, had already delineated the positions of both sides. The Star Alliance perceived themselves as having dominion over Yujie Star and several other planets, while the native civilizations considered the Star Alliance to be outsiders, guests.

Yosi Ha’er didn’t get angry. The rage of diplomats is often a performance, and should not be carelessly used. This Israeli diplomat born in the United States is a staunch supporter of the Star Alliance’s expansionism. Israel is also one of the few countries on Earth that strongly supports the Star Alliance in opening up new lands.

Even though Israeli representatives in the Star Alliance have repeatedly proposed establishing Jewish settlements on other Administrative Stars, which have repeatedly been voted down by the Star Alliance council, the Jewish people, who have a deeper understanding of the concept of living space than other ethnicities, put significant importance on the expansion of the Star Alliance.

After inviting Pan Muzhuo inside the conference center, Yosi Ha’er went on to welcome ambassadors from various civilizations. The entrance was already crowded with reporters from different civilizations. This meeting was not only attended by a large contingent of reporters from Earth but was also given considerable importance by other civilizations, with major media from various civilizations applying to come to Pinglin for coverage.
