Blood Plunder Bay is a typical pirate city.
The city doesn’t have a real foundation; it was built upon the ruins of an ancient city.
Pirates decorated their city with various ocean-themed items, even using stranded ships as bridges between the ragged buildings at different heights. They diverted seawater into the city’s lower parts, creating waterways, which initially gave the city an "exotic style." However, when filthy Wave Fishmen rushed into the burning city along those waterways, this design suddenly became incredibly foolish.
The stinking pirates engaged in passionate brawls against a backdrop of raging flames, completely unaware that a third party had joined this "grand mess." When the numerous Merfolk charged out of the sewage with loud cries, the unsuspecting pirates were thrown into chaos almost immediately.
Someone sounded the shrill city alarm, but it was useless.
They were so engrossed in their mutual slaughter game that with half the city already set ablaze, expecting these guys to quickly unite against the bloodthirsty Merfolk was as futile as praying for the descent of divine spirits.
Until enough of them were dead, the pirates couldn’t unite. Only when the shadow of annihilation loomed over them did these scoundrels of various races band together against outsiders.
But such chaos provided the perfect setting for assassins to roam.
