As for Sebastian, although it has indeed been most likely close to 5 years since he had broken through from a beginner talisman crafter to becoming an apprentice talisman crafter, I reckon that, during these 5 years, he most likely spent less than half a year focusing on improving his talisman crafting skills, since he not only needed to spend most of his time working at stores so that he could afford to buy talisman crafting resources, but also needed to spend time cultivating.

Despite that, Sebastian is currently already pretty close to breaking through to becoming an official talisman crafter.

Personally, I feel that, Sebastian should be able to break through to becoming an official talisman crafter in just a year time if he doesn’t waste any time on cultivating, or doing meaningless things, and just focused all of his attention onto improving his talisman crafting skills.
