Inside the opulent, dimly lit Student Council office of Saint Shinomiya Highschool, Matsuda Sosuke sat entrenched behind a massive mahogany desk.
The only sound in the room was the rhythmic scritch-scratch of his fountain pen against thick, high-quality parchment.
As the District Leader of the 24th District and the undisputed President of the Student Council, his life was a never-ending cycle of administrative logistics and strategic maneuvering.
His recent cooperation with Fujiwara Touka had been a turning point. Their combined business interests, stabilizing the local black markets and cleaning up the loose ends left by the loss of their business that was destroyed by Seijirou, had finally begun to show a steady, profitable equilibrium.
However, power always came with a mountain of paperwork.
Sosuke paused, leaning back and rubbing the bridge of his nose before he turned his chair toward the floor-to-ceiling window. Outside, the 24th District was bathed in the neon glow of the night, a sprawling urban jungle that he now claimed as his own.
Of course, that was before he and his subordinates were defeated by Kageyama Seijirou, who declared himself king and was the one recognised by the delinquents in this district as its ruler.
He sighed once more before turning his gaze back at his paperwork.
Despite the late hour, the stack of documents on his desk hadn’t even decreased by half.
Truly, the burden of leadership was a heavy, paper-thin shroud.
Just then, the heavy double doors of his office were thrown open with a violent thud.
One of his senior security subordinates stumbled in, his uniform torn and his face a mask of bruises and dried blood.
He was gasping for air, clutching his side as if holding his ribs together.
"Boss! It’s an emergency! People from the Rebel Council have breached the perimeter!" the man wheezed, collapsing to one knee. "Miyamura Kasumi-sama and Godai Hayato-sama of the Eight Limbs... they’ve been completely defeated! They didn’t even stand a chance!"
Sosuke’s eyes widened, the pen in his hand snapping clean in two as he surged to his feet, his chair screeching against the floor. "What did you say!? Kasumi was defeated!? That’s impossible!"
Kasumi’s strength was second only to his! And in some aspects, Kasumi was even better!
How could she have been defeated that easily!?

A few minutes prior to the chaos, Miyamura Kasumi, widely regarded as the strongest and most volatile member of the Saint Shinomiya Eight Limbs, was walking leisurely through the commercial district.
She was performing her nightly patrol, her eyes scanning the dark alleys and neon storefronts with a practiced, bored precision.
Her long, silken black hair swayed perfectly with every step, and her deep purple eyes were hooded with a sense of lingering dissatisfaction.
"Ah~! This is so boring! I want to see my Rindou-chan already!" Kasumi wailed to the empty street, her voice echoing off the brick walls. "Stupid rebels! You’re making my life so difficult! Now I can’t even go find my darling Rindou-chan on the weekends for a proper date because I’m stuck walking these freezing streets!"
The tension between the traditional Bully Society and the newly formed Rebel Council had reached a boiling point.
Because of that, their leader, Sosuke, gave them a clear standing order that at least two members of the Eight Limbs had to be on active patrol every night to prevent a decapitation strike.
Tonight just happened to be Kasumi’s turn to play babysitter for the district, alongside Godai Hayato.
Just then, the fine hairs on the back of her neck stood up.
Instantly, her boredom vanished, replaced by the sharp, electric instinct of a predator as her brows furrowed, and without thinking, she threw her body to the left in a desperate, mid-air roll.

A concentrated beam of pure, searing white light hissed through the space where her head had been a fraction of a second ago, melting a hole clean through a nearby metal lamppost.
"Oh? You actually managed to dodge that? How impressive for a high schooler," a voice drawled from the shadows of a nearby parking structure.
Kasumi landed in a low crouch, her purple eyes flashing with a dangerous, feral light as she turned her gaze toward the speaker and saw a man who looked to be in his early twenties—likely a college dropout or a professional mercenary.
He had a blonde mohawk and a sneer that spoke of immense, unearned arrogance.
But more horrifyingly, he was dragging two bodies behind him as if they were sacks of trash, and Kasumi’s heart skipped a beat as she recognized the battered faces.
It was Godai Hayato and Ryuhei, one of them is a member of the prestigious Eight Limbs, and the other is his partner and can be considered a candidate!
Yet now, they were beaten beyond recognition, their clothes soaked in blood, their eyes rolled back in unconsciousness.
"Who the hell are you?" Kasumi asked, her voice dropping into a low, murderous growl.
"Me? Just call me Takamura," the man said, dropping the two boys onto the pavement with a dull thud. "I was the former District Leader of the 13th District back when the Bully Society actually had some backbone. But now? I’m a proud member of the Rebel Council. By the way, girl, are you perhaps the District Leader of this pathetic 24th District? Or just another one of the help?"
"What’s it to you, Mohawk?" Kasumi spat, her Ki beginning to swirl around her like a localized storm.
Takamura laughed, a dry, grating sound. "If you are the leader here, then I have to say... I’m disappointed. No wonder our Big Boss wanted to break away from the Society. You’ve all gotten soft, playing house in your fancy private schools. In other words, you’ve gotten weak."
"Heh? Is that so?" Kasumi roared, her violet eyes suddenly glowing with an ancient, terrifying intensity. "Then let me show you exactly how ’weak’ a Nine-Tailed Fox can be!"
She threw her head back and let out a piercing shriek as she activated her Karyoku.
In an instant, her silken black hair bled into a pristine, ghostly white.
Then, from the base of her spine, nine massive, fluffy white fox tails erupted, swaying with a life of their own, and a pair of pointed fox ears sprouted from her head.
The spiritual pressure in the street suddenly intensified, cracking the windows of the nearby shops.
"Oh?" Takamura raised an eyebrow, looking genuinely impressed for the first time.
However, he didn’t even reach for a weapon nor took a fighting stance, he just stood there with his hands in his pockets. "Impressive spirit energy. I’ll give you credit, kid. Back in the day, you would have made a very qualified footsoldier for the old guard."
Kasumi didn’t wait for him to finish his taunt as she snarled, her claws extending, and rushed toward him in a blur of white fur and vengeful violet light.

Sosuke sprinted down the grand marble staircase of Saint Shinomiya, his breath hitching in his chest.
But as he reached the massive iron-wrought entrance of the school, he skidded to a halt, his eyes widening in shock.
The scene was a massacre.
Dozens of Saint Shinomiya security students lay scattered across the plaza, groaning in pain or completely still, and in the center of the destruction stood the man with the mohawk—Takamura.
He looked entirely bored, as if he hadn’t even broken a sweat.
In his right hand, he was casually holding the hair of a bloodied and unconscious Kasumi, her fox features slowly fading as her Karyoku failed.
In his left hand, he held the ankle of the mangled Godai Hayato, dragging him across the pavement like a discarded toy.
"Hm?" Takamura turned his head as Sosuke approached.
"Put them down." Sosuke ordered.
Takamura didn’t respond and just looked at the Student Council President up and down with a condescending smirk. "Ah, the big fish finally arrives. You must be the District Leader, right? I’m Takamura. I’m just here to say ’hi’ on behalf of the Rebel Council. We figured your territory was ripe for the picking."
Sosuke stared at the broken bodies of his friends, his fists clenching so hard his knuckles turned white.
His spirit energy began to flare up, like a dark, oppressive aura rising from his shadow as the air around him began to hum with the vibration of his rage.
"Oh, and before I forget," Takamura added, tossing Kasumi’s limp body toward Sosuke’s feet like a piece of meat. "The Boss told me to deliver a message. We’re officially declaring war on the 24th District. This school, your businesses, and your lives... they all belong to the Rebel Council now."
Sosuke looked down at Kasumi, then back at the man who had dared to invade his home as the light in his eyes began to burn with a cold, absolute lethality.
"Declare war?" Sosuke whispered, his voice sounding like two stones grinding together. "You’ve made a terrible mistake coming here, Takamura. You aren’t leaving this campus in one piece."
Takamura smirked and laughed.
"Hahahaha! Is that so?! Then come! Prove it to me!"
