"The evidence must be sufficiently vague, yet convincing to Friedrich."
Reinhardt added, "It would be best to involve one or two people he has already eliminated, such as Eduardo de Bourbon-Parma. Make him think the supporters of the deceased are seeking revenge."
"Preparations are underway. We've forged a letter 'left by Eduardo before his death,' instructing 'to punish Friedrich at his proudest moment.' Handwriting experts did it. Unless the original is examined for carbon-14 dating, there are no flaws."
The man with glasses looked at his watch, "I must go now. Next contact in forty-eight hours, the usual place."
Both left the café one after the other, disappearing into the crowd on the streets of Paris.
Reinhardt walked back to the safe house a few blocks away.
It was the top floor of an ordinary apartment building, with windows covered by blinds. In the living room, three young men were organizing equipment: encrypted radios, dismantled gun parts, stacks of passports and driver's licenses.
"Boss, new directives from Mexico City."
A blonde woman handed over a slip of paper, which contained a line written in code, "'Silicon Valley Mexico' second phase requires at least 50 European engineers, list issued, recruitment or 'transfer' must be completed within three months."
Reinhardt glanced at the list, where seventeen names marked in red were noted; these were key talents monitored by the UK, France, and Germany. Normal channels would never allow them to leave.
"Inform headquarters, red-marked targets require special handling, might need to create 'accidental deaths' and then smuggle them. Ask if authorization allows the use of 'fake death scheme.'
"Understood." The blonde woman began operating the encrypted radio.
Another young man raised his head, "Our insider at MI6 has sent word, they are investigating an agent code-named 'Tailor,' suspecting him of being linked to the intelligence leak related to the previous attack on Mexican scientists. 'Tailor' is under significant pressure now and asks if he needs to evacuate."
"Have him hold steady."
Reinhardt sat down, "Tell him if the situation becomes critical, we'll arrange for him to leave through the Ireland channel. But for now, he must stay where he is; we need him to continue providing an assessment of the Scottish situation from MI6."
"Got it."
Reinhardt pulled up the map of Europe, densely marked with various symbols: red triangles are known Phoenix Society locations, blue dots are Mexican Intelligence Bureau listening stations, green blocks are Hydra safe houses, yellow dashed lines are arms smuggling routes.
After two years of development, Mexico's intelligence network in Europe has begun to take shape.
The Mexican Intelligence Bureau is an official agency, primarily tasked with gathering political, economic, and technological intelligence, recruiting and managing long-term embedded "moles." 𝚏𝗿𝗲𝐞𝐰𝚎𝕓𝐧𝚘𝘃𝗲𝐥.𝐜𝚘𝕞
They have three infiltrators at the European Union Headquarters in Brussels, two assistants at the European Parliament in Strasbourg, and even an economic analyst at the European Central Bank in Frankfurt. All hold Mexican passports, their backgrounds clean and strictly vetted, true long-term assets.
Hydra, on the other hand, is a secret organization directly controlled by Victor, not affiliated with any governmental department, with its budget coming from a special fund in the Leader's office.
Hydra's tasks are darker: assassination, kidnapping, sabotage, evidence forgery, and enemy officer defection. Members are personally selected by Reinhardt, many with criminal records or former intelligence personnel abandoned by their homelands.
The roles of both are clear: one is responsible for "construction," the other for "destruction."
This dual system was designed by Victor.
"Boss, news from Berlin." The blonde woman handed another slip of paper, "Erin von Hornloehr, the Phoenix Society financial advisor we've been monitoring, went to the Credit Suisse Bank's Zurich branch today, stayed for two hours. According to insider reports, she transferred about two million euros to an account in the Cayman Islands, the recipient being a company named 'Highland Investment.'
"Investigate that company." Reinhardt said.
"Already investigating. Preliminary information shows 'Highland Investment' is registered in Edinburgh, the legal person is someone named 'Alister McGregor,' but this person doesn't exist, their ID number is fake. The company has only one account, has received four remittances totaling five million euros in the past three months, all from shell companies controlled by the Phoenix Society."
"Where did the money go?"
"Diversified, a portion went to purchasing weapons, transported through the Polish black market to Scotland; a portion was withdrawn in cash, destination unknown; and another portion... was deposited in the personal account of McTavish's nephew in Glasgow, about thirty thousand British Pounds."
Reinhardt smiled, "McTavish doesn't know his 'sponsor' is sneaking money to his nephew. What would he think if he knew?"
"He would think the Phoenix Society is trying to bribe those around him, monitoring him." The blonde woman's eyes brightened, "We could anonymously leak this information to him."
"Not in a hurry, release it after the Scotland operation begins, that's when his suspicion is highest, one spark can ignite it." Reinhardt checked his watch, "Get ready, I need to report the European situation to the Leader."
Ten minutes later, the encrypted line connected.
"Leader!"
"Reinhardt." Victor nodded, "How's the weather in Europe?"
"Cold and damp, perfect for conspiracies."
Reinhardt rarely made a joke, "The plan to disrupt the Vienna conference is in place, the Scottish line is advancing as planned, and the Phoenix Society's fund flow is partly under control."
