Graham pondered for a moment: "Contact our liaison at the French Directorate of External Security (DGSE). "Graham, a new decision," came the voice of the Prime Minister's office director, "Prince Charles's visit to Edinburgh will proceed as planned, but the security level is raised to the highest. Meanwhile, the Cabinet has approved the 'Highland Operation' plan; if the situation doesn't improve in 48 hours, the military will enter major cities in Scotland to enforce curfews and traffic controls."
"This will provoke massive protests…"
"Protests are better than terrorist attacks," the office director interrupted, "Additionally, we've received informal contact from the Mexican side. Their diplomats hinted at a willingness to 'assist in resolving the Scottish issue,' but they hope for a 'frank dialogue' regarding the 'North American situation.'
Graham gripped the receiver tightly: "They're blackmailing us."
"It might be an opportunity. If Mexico really has intelligence on the Phoenix Society, trading some minor concessions in North America for domestic stability could be a worthwhile deal."
"But that's surrender!"
"It's called pragmatism," the office director sighed, "Graham, be realistic. We're currently facing Scottish separatism, the Phoenix Society's conspiracy, Mexico's provocations, and threats to the Royal Family's safety all at once. We can't stand firm on all fronts; choices have to be made."
After the call ended, Graham sat alone in the darkness of his office.
Outside, London was still bustling, but he knew the foundation of this Empire was eroding. Not breached by external enemies, but decaying from within.
He picked up a pen and began drafting a reply to the Mexican side.
Perhaps, this really was the only choice.
Meanwhile, in Mexico City, Victor received the latest reports on Europe and Scotland.
"The Vienna operation succeeded, the Phoenix Society conference is canceled, and Friedrich has lost his morale."
"In Scotland, McTavish escaped, seizing about three million British Pounds, and is now hiding on the outskirts of Inverness. Military Intelligence Five has located him, and an operation is expected within 24 hours."
Casare stood beside him: "Boss, will the Brits really deploy troops?"
"They will."
Victor said confidently, "When they find that regular police can't solve the problem, the military is the last resort. But this will exacerbate conflicts, and the Scots will hate London even more, which is exactly what we want."

"No, why mediate? The Scottish people have the right to enjoy their own beautiful life!"

"A fish doesn't need to be eaten all at once, right?" Victor said with a smile, watching Casare's baffled expression.
Victor smiled, "The decline of a nation doesn't happen overnight; it's a step-by-step compromise. Today they compromise once, tomorrow they'll do it twice. By the time they get used to compromising, they're already on their knees."
And Europeans have gotten used to compromising.
If unable to fight, they compromise.
