The announcement from Dawn City couldn’t have come at a more opportune time. However, it didn’t completely dispel everyone’s doubts because the promises made by Dawn City seemed rather vague.
They didn’t provide an absolute guarantee that the leaders could retain their power, it was only stated as "as much as possible." This implied that there might be uncontrollable factors at play.
And what was that uncontrollable factor? It was Waldo!
Waldo had the power to instantly revoke their authority. While they held great respect for Waldo, no one wanted this scenario to unfold.

This was excellent news! Waldo’s eyes sparkled with excitement, and a surge of astonishment enveloped him. These were truly formidable weapons!
