"And no legal dungeon access," Fenric added.
"Correct," she said. "Once you have a license, you can travel between kingdoms, empires, and neutral zones. You can also earn legally instead of being treated like a wandering threat."
Fenric frowned slightly. "What about ranks?"
"The license shows your level and rank," Liana explained. "Rank 2 for you. Rank 3 for me. Cities take that seriously."
