Then it became clear, his words had a double meaning.

The City Lord instantly realized the dire situation, for this elite force was composed of the finest offspring from the noble families of Holy City. Should they suffer heavy losses, as City Lord, he would be held accountable.
After all, it was his orders that had been followed, and even if it wasn’t his fault, someone had to take the blame.
But soon he had no more time to ponder this, as he saw a large number of dark shadows flying over.
