One Piece: New Order - Chapter 360: World Government Supports The Pirates
The Revolutionary Army branch leader who spoke earlier continued:
"Just the three names on the cover already speak for themselves. There is no reason, and no way, for us to stop their spread. These books are extremely useful for both our soldiers and the common people across the world.
"We are about to reclaim the Four Blues. After that, we will face the main forces of the World Government in the Grand Line. These books will not only improve our soldiers’ strength, but also give us a better chance of victory as a whole.
"So we must start printing them as soon as possible and distribute them across the world."
After speaking, he looked at Dragon. Though it was a proposal, the final decision still rested with the man at the head of the table.
The other division leaders also turned their eyes toward him. They all agreed with what had just been said.
Dragon scanned the slightly tense crowd with a serious expression, then suddenly smiled. "I’m not that stubborn. Well said. As long as it benefits us, even if it comes from an enemy, there is no need to reject it.
"In that case, it’s decided. Start printing immediately and distribute them across the world. Add one more layer of assurance for the final battle."
He was not surprised that everyone believed the final battle would take place in the Grand Line. That was exactly the point. Even their own people had to be misled. Only then would the enemy be unable to tell truth from lies.
Information within the Revolutionary Army was also under his control. Other than him, Sabo, and the research team, no one knew what kind of ships were being built in the shipyards at the ends of the Four Blues.
Those were ships capable of crossing the Calm Belt and striking directly at the Red Line.

Mars glanced at them and said, "There’s no way to stop it now. Before long, those lowly people will become stronger than at any point in history."
There was a hint of killing intent in his voice.
The World Government maintained control through information blockade. Most of the world was still in an agricultural age. Only a few nations, along with the World Government, had entered a technological era long ago.
In the past, the people had little to no combat ability, or simply knew nothing. The government could suppress them with just a small force. 𝙛𝒓𝓮𝒆𝔀𝒆𝙗𝓷𝒐𝙫𝒆𝙡.𝒄𝓸𝓶
But with these books, as long as someone could read and train for a while, they could become a soldier capable of using firearms. That would greatly increase the cost of suppression.
If a few clever individuals made full use of these books and gathered forces, they could become local rulers.
The World Government indeed had many strong fighters, but their numbers were limited. They could not suppress every island. If there were enough strong individuals, the government would not have ruled the world for eight hundred years.
There were many hidden figures in this world.
Taking advantage of the rise of the Revolutionary Army, the government had already carried out a massive purge across the Four Blues. Their goal of unifying the world was almost within reach.

With these books, even those common people could organize efficient defenses and counterattacks. How could the Five Elders not be furious?
Saturn spoke in a low voice. "We can’t worry about that anymore. There’s no need to keep hiding. Increase our support for Red Hair and the pirates.
"That man’s ambitions are too great. Releasing something like this at a time like this... it’s obvious he wants to delay the World Government’s victory, to buy time for the Marines. He wants to compete with us for control of the world."
They were all smart men. In their eyes, the Revolutionary Army was nothing more than a loose mob. Naturally, they believed the Marines saw it the same way.
From a strategic point of view, Sakazuki still needed time to eliminate the pirates. As for the Revolutionary Army, even if they reclaimed the Four Blues, how could they possibly stand against the World Government?
Once the Revolutionary Army was wiped out, who would the government deal with next? The answer was obvious.
That was why he created this situation, to delay them.
Of course... if Sakazuki knew what they were thinking, he would probably chuckle and say, "You’re overthinking it..."
The Revolutionary Army might be a loose force, but what did they think they were?
Warcury frowned slightly. "Wouldn’t that be too obvious? We represent the World Government. If we openly support pirates, our authority across the world will take a huge hit."

The Queen of the Pleasure District, Stussy, one of the emperors of the underworld, possessed an extremely powerful intelligence network and had close ties with Big Mom.
As the greatest ruler of the dark world, Knox believed he understood her well. After all, she controlled vast intelligence channels and was close to one of his rivals, Big Mom. He had gathered plenty of information on her over time.
But he never expected her to have such a deep identity...
