A week after their crucial meeting at the Blackwatch Command Center, Richard found himself waiting at the terminal of Clark International Airport. The sky above was clear, save for the imposing silhouette of a Boeing 747 as it began its descent, cutting through the serene blue with its powerful engines. This was no ordinary arrival; aboard that plane was the President, coming to the Philippines for the highly anticipated discussions about the global rebuilding effort and the role of Blackwatch in this new era. The weight of the upcoming talks was not lost on Richard, understanding that the outcomes would significantly shape the future not just of Blackwatch, but of the world itself.
Moments later, the Boeing 747 made their way down to the runway, coming to a steady halt. Richard watched as the aircraft taxied to its designated spot, the engines winding down with a whir that filled the air.
"Sir..., they have landed," Graves informed.
"Yeah...I can see that Graves, thank you very much," Richard said, chuckling. After that, he made his way towards the JLTV Oshkosh that would take him and other of his staff to the designated meeting area where the President and his entourage would be received.
The team quickly boarded the vehicle, making their way through the airport’s secured pathways. Richard’s thoughts were focused on the meeting. Arriving at the meeting area, Richard and his team disembarked from the vehicle, ready to greet the President and his delegation.
As the stair vehicle aligned itself with the aircraft’s door, everyone’s attention was drawn to the opening portal. The moment had arrived. The President, surrounded by his key advisors, appeared at the top of the stairs, pausing briefly to survey the scene below before beginning his descent. Richard stood at the ready, his posture straight and respectful.
As the President made his way down the stairs, Richard’s gaze remained fixed on him, noting the determined set of the President’s shoulders and the purposeful stride that spoke volumes of his intent to contribute meaningfully to the forthcoming discussions. The air was thick with anticipation, palpable to everyone present.
Finally, the President reached the bottom of the stairs, and Richard stepped forward.
"President William Barry, it’s finally nice to meet you here in the Philippines," Richard said, shaking the President’s hand firmly. "Welcome to Clark International Airport. We appreciate your making the journey to discuss the future and the role Blackwatch will play in the global rebuilding effort."
President Barry nodded, returning the handshake with equal firmness. "Thank you, Richard. I’ve been looking forward to our discussions. The work ahead is monumental, but I believe together we can set a course for recovery and prosperity."
The exchange was brief but filled with mutual respect and an understanding of the importance of their meeting. After the handshake, Richard gestured towards the convoy of vehicles waiting to transport them to the meeting venue.
"We’ve prepared a briefing and discussion space not far from here," Richard informed the President. "If you’re ready, we can head there now to begin our talks."
President Barry agreed, and the group made their way to the vehicles. And the venue of their talks would be held at the Blackwatch Command Center, in a conference room.
At the conference room, snacks and refreshments had been prepared for the guests, ensuring a comfortable environment for the discussions. The room was set up with a large table in the center, surrounded by chairs for all attendees. Presentation equipment was also ready, for Richard and his team to share detailed plans and data with the President and his advisors.
Once everyone was seated, Richard initiated the meeting with a brief introduction. "Everyone, we are here to discuss the post-war between the undead and humanity. Fortunately, humanity won through its unwavering determination and the strategic efforts of Blackwatch. Now, our focus shifts to rebuilding what was lost and ensuring such a catastrophe never happens again."
Richard then presented an overview of the current state of the world. "Now according to our estimated data gathered from our spy satellites across all nations on the planet, there has been a significant decrease in human activity, and most cities and streets are filled with zombies, and they number at a billion across the globe. Our immediate priority is clearing these remaining threats to make the areas safe for rebuilding and repopulation."
He continued, detailing Blackwatch’s proposed role in the global rebuilding effort. "We have the technology, manpower, and experience to lead these operations. Our teams are ready to deploy at a moment’s notice to any region that requires our assistance. Moreover, we’re in a unique position to coordinate with the remaining military units and local governments to ensure a unified effort, should they exist."
Richard then shifted the discussion towards long-term goals. "Beyond the immediate threat elimination, our vision encompasses infrastructure reconstruction, establishing sustainable communities, and implementing systems that prevent future outbreaks or similar disasters. We aim to not just rebuild but improve upon what was before, making our world more resilient."
President Barry listened intently, nodding along as Richard spoke. "I have one question. How about the countries with no government or any other representative on the entire nation? Who will fill the leadership vacuum in those regions?" President Barry inquired, his brow furrowed with concern.
"If there is no government or representative to fill the leadership vacuum in those regions, then I propose that a Blackwatch official temporarily assume the role," Richard responded, his tone measured yet decisive. "We have trained personnel with the necessary skills and experience to provide governance and ensure the safety and well-being of the people until a stable government or leadership structure can be established."
"So the country would turn into a Blackwatch’s country?" President Barry asked skeptically.
Richard shook his head. "Not quite, Mr. President. Our aim is not to annex or govern these regions permanently. Instead, Blackwatch would act as a stabilizing force, ensuring basic services, security, and humanitarian aid until local leadership can be established or restored."
President Barry nodded slowly, considering Richard’s response. "I see. And what measures would be in place to ensure the transition of power back to local authorities?"

Richard shook his head firmly. "Nope. Our primary objective remains the restoration of stability and the protection of civilians. We’re not seeking to establish a new world order or exert undue influence over sovereign nations. Our role is strictly temporary and focused on facilitating a smooth transition to local governance."
Barry wasn’t still convinced. He was warned by his Joint Chief of Staff that this is likely going to happen.
"So how will I play it out here?" Barry thought to himself.
