When the Saintess Arrives, No King Exist
Chapter 1006 - 949: Tribunal
"The Devil Tribunal? Didn’t you already have the Purification Court? Why do you need the Devil Tribunal?"
Placing Jeanne down from his knee, Horn walked slowly to the bookshelf beside him and pulled out a small booklet.
"The primary responsibility of the Purification Court is to eliminate and prevent anti-Holy Alliance and riotous activities nationwide."
Spreading the document out on the desk, Horn patiently explained to Jeanne.
"In contrast, the Devil Tribunal is responsible for promoting policy implementation, supervising clergy behavior, combating corruption and monopolies..."
The establishment of the Devil Tribunal was in preparation for Horn’s "Performance Evaluation System."
For instance, when certain targets are allocated to a county in the future, requiring them to build a certain number of roads, a few factories, and reach a specific annual GDP...
Will they really execute it honestly, or will they falsify numbers and hide from each other?
Reality isn’t a game. If the report tells you how much money is in the Holy Treasury, is that really the amount there?
The reports from county governors and monastery heads say that task targets have been completed, but have they truly been completed?
Before the nationwide education is spread and before high-speed information dissemination technology emerges, will the grassroots bureaucrats and civilians be that self-aware?
Horn’s time is limited in a year; he doesn’t have the ability to be in two places at once.
Even if he does inspections, each inspection is limited in the areas it covers.
He needs one eye on the outside and another on the inside.
"Is it necessary? Establishing this institution." Jeanne, flipping through the materials, was somewhat skeptical about the need to monitor their own people.
"Of course it’s necessary. Remember Todd?"
"Todd? He was the Legion Commander of the Third Imperial Guard Army during the Battle of Monkulus. Didn’t he later get transferred to be the head of South Mangde County Monastery?"
"Yes." Horn pulled out a document from a pile, "He’s from South Mangde County and had been with us since the days of Joan of Arc Castle."
Jeanne sharply noticed the problem: "Did something happen to him?"
"In South Mangde County, while building roads in the mountains during summer, a mudslide occurred, burying many people.
However, he didn’t choose to report it immediately. Instead, he first conducted rescue operations and calmed the situation, making the rescued act as if nothing had happened.
Next, he removed names of workers without relatives from the lists, and only declared those whose bodies were found as deceased.
Successfully covering up a serious accident as a minor incident, how splendid."
"Then have Cheka arrest him," Jeanne’s initial reaction was to send in the Cheka.
Horn snorted coldly, yet helplessly: "To say he mishandled it, that’s not true either.
He arranged for all the dead and injured workers, distributed full pensions and compensations to everyone, and didn’t delay the construction progress.
Even for those homeless workers, he donated an orphanage in their names.
For such actions, asking the Cheka or Moliat’s men to arrest him, you could guess how many old comrades wouldn’t accept it?
Alright, let’s say I send the Cheka to arrest him for negligence.
Others, seeing this, might either become even more covert, withholding compensation, or adopt a stance that doing more leads to more mistakes, thus doing nothing at all.
What to do next? Continue arresting, emptying the top layer, making room for the old noble forces to rise, is it?"
As Jeanne continued to flip through the reports and documents, she grew more alarmed.
To say Todd was wrong, he did handle matters appropriately, with sound reasons, ensuring no fear in future roadworks.
To say Todd didn’t do wrong, he indeed concealed information externally, which carries the suspicion of protecting his record.
"Currently, the Holy Alliance’s main task is still to develop the economy and industry, so for now, results are the most important.
But this doesn’t mean we should fully relinquish control; the Ry Court Barracks has the necessity to know the true state of the Holy Alliance and the real movements of the clergy."
Initially, Horn was worried Jeanne would not understand, but now Jeanne had changed from her past self, realizing quickly: "So, my task is to monitor?"
"Beyond monitoring, you also have a supervisory responsibility, stopping issues at their onset.
When a mistake has been made, you are to warn, educate, and impose justified penalties..."
Picking up Horn’s pen, Jeanne took notes and drew circles on the materials as she listened.
"Todd’s mistake, is it severe enough to require intervention from the Purification Court? No, it’s not to that extent.
Is it minor enough to ignore? Its nature is quite serious.
The Devil Tribunal is responsible for this gray area, as monitoring our people is equally important.
Your duty is to detect and suppress illnesses before they worsen, clearing the virus.
When they worsen, it’s the Purification Court that acts as the scalpel to remove the rot.
Using the Purification Court internally would be too extreme; you can’t treat a cold with brain surgery, right?"
Jeanne finally understood the necessity of the Devil Tribunal’s establishment.
She studied the materials for a while before looking up: "What does anti-monopoly mean in this context?"
"The Grace Market and the Holy Factory; the former easily breeds monopolies while the latter breeds corruption.
Key industries are monopolized by us; interference in other industries leads to forced transactions and speculation."
Speaking to this point, Horn himself felt weary: "In the past, our enemies were external, and they were easy to deal with.
But before an Earthly Heaven is truly established, there will never be a time without problems.
When external issues temporarily vanish, internal issues immediately arise."
Combining notes and red-circled areas Jeanne finally grasped what the Devil Tribunal was truly about.
The core task of the Purification Court is national security and violent suppression (such as anti-Holy Alliance riots, prison oversight, political arrests).
The Devil Tribunal focuses on governance within the administrative system (disciplinary rectification, policy supervision).
"It’s just that the name doesn’t sound good, ’Devil Tribunal,’ it sounds devilish."
"This institution doesn’t have an official name yet; do you have a better suggestion?"
"Remove ’Devil,’ call it ’Court of Judgement.’" Jeanne didn’t want Jia Li to be at the court level while she was just operating a ’tribunal.’
Horn was struck momentarily, having figured it all out: Purification Court, Court of Judgement, Judgement Court, forming a triumvirate.");
"Alright, the specifics will be discussed further at the upcoming central meeting."
"What about staffing?"
"The Anti-Corruption Hall (Cheka) belongs to the Purification Court, the Night Watcher belongs to the Truth Court, how about I assign the Military Police to you?
And didn’t you spend some time working in the Black Snake Bay Constitutional Army? You can pull some folks from there, as well as from various departments and corps."
Thus, the once-renowned three major violent agencies would be split among the three cardinal courts.
However, ultimately, the true superior of these agencies was Horn himself.
Horn could bypass the cardinals and issue direct orders because Jia Li and Jeanne were merely operators, whereas the Saint’s Grandson was the owner.
René, Duvalon, and Raphael served as deputies to the three cardinals and as their overseers.
"Then why choose me?"
"It’s simple; I trust your sense of justice. You possess both the Saint’s compassion and thunderous methods," Horn said with a smile, holding up Todd’s file, "Besides, I only asked if you’re interested. I haven’t officially decided on you."
"What?" Jeanne’s shy smile quickly turned to shock.
"Your first task is to deal with Todd," Horn chuckled, "You’re the big sister. Everyone respects you. If you can properly handle Todd, you can handle anyone, and only then can I entrust you with this key department."
