Locke fell into deep thought. Looking at it this way, some wizard lands not having Second Circle wizards was very likely because they hadn't conquered medium-scale or larger planes.

So where should he try to obtain this resource?!

It seemed this resource was very difficult to obtain through trade. Perhaps one needed to go to more advanced wizard lands to easily obtain this special resource.
